Hacktivist group

Cyber Jihad Movement

Cyber Jihad Movement (CJM) emerged during the June 2025 Israel–Iran conflict as an ideologically motivated hacktivist actor claiming operations against Israeli, U.S. and other Western targets. In August 2025 the group publicly pledged allegiance to al-Qaeda leader Sayf al-Adl; a 2026 United Nations Security Council monitoring-team report explicitly noted the pledge and assessed that it could increase al-Qaeda’s cyber capabilities. GNET research describes CJM launching 'Operation Storm' against U.S. and Israeli digital infrastructure and frames the actor as an example of cyberhacktivist radicalization. Security Alliance reporting from June 2025 noted Operation Storm claims against European governments, universities and other targets but stated that concrete impact evidence was limited for several claims. DDoS is the strongest recurring technical behavior in the public record; defacement and data-breach claims should be treated as incident-specific unless independently validated. The profile is therefore modeled as an active extremist-aligned hacktivist actor with a high information-operations component and uneven validation of claimed impact.
