GHOSTS XSS is a low-visibility persona supplied for 3C-INT profiling with the alias CactusBlack and Telegram resource t.me/CiyaNoR_6_6_6. The available evidence establishes an intelligence lead and collection pivot, not a mature threat-actor characterization.

No independently verified incidents, victims, tooling, infrastructure, malware, exploitation behavior or monetization model were recovered in the current public-source review. The string “XSS” in the persona name must not be interpreted as proof that the actor uses cross-site scripting.

The alias CactusBlack is not globally unique. Public search results show an unrelated use of the same string in a gaming/modding context. There is no evidentiary basis to merge those identities.

INFERENCE (confidence: medium): the most defensible current model is an emerging or private cyber persona whose public footprint is too limited for operational attribution. Collection should prioritize identity continuity and first independently verifiable activity.
